WASHINGTON — Democrat Tom Perriello was no sooner sworn in as the new representative of Virginia’s 5th district Tuesday than he saw his name atop a list.

With Tuesday’s swearing-in ceremonies, Virginia’s congressional delegation will take on a new cast, adding a second Democratic senator and three new Democratic House of Representatives members.
