The public right of way for a new road linking Wards Ferry Road and Leesville Road was unanimously adopted Monday by the Campbell County Planning Commission.
Simons Run, which will connect the Wards Crossing West shopping center with Leesville and Wards Ferry, will be privately maintained, but the public will have full access once developers finish and open it for use, said Campbell County community development director Paul Harvey. That opening could occur around May 1, Harvey said.
The two ends of the road are in Lynchburg city limits, but the bulk of it is in the county.
Planning commissioners also accepted the right of way for a section of a road that will eventually connect U.S. 29 with the proposed Crossroads Colonnade.
The short section of what will be Liberty Mountain Road is between the railroad tracks and other land currently owned by Liberty University.
In a split vote, Campbell County planning commissioners recommended, 4-3, rezoning 5.3 acres near Mt. Athos Road to conditional agricultural.
Commissioners were deadlocked on the move following February’s public hearing, but did not speak before Monday’s vote. Outgoing planning commissioner Steven Shockley cast the deciding vote.
The request came from property owners Donnie and Sandra Cyrus to rezone their land, which is currently designated as Residential-Manufacturered Housing, so they could keep a miniature horse.
The couple proffered to plant 200 pine trees around the perimeter of their property for a buffer and to keep only one horse, said Campbell County community development director Paul Harvey.
In February’s public hearing, about five people spoke against the request, who were mostly concerned about the potential smell associated with an agricultural animal, Harvey said.
“We’ve (approved conditional rezoning requests) for horses before,” Harvey said. “The only difference I can think of with this is it’s a miniature horse.”
The request will go before the Campbell County Board of Supervisors for the final decision.
