School board selection up for debate

City Council will debate the possibility of changing how Lynchburg School Board members are selected today.

At issue is the venue used to interview School Board candidates. Traditionally, those meetings have been held in private.
Calls to bring them into the open, though, have been sounding since last year, when the board’s vice chairman was ousted in a controversial vote.

During a work session this afternoon, City Council will consider making a change for this year’s round of appointments, which are already under way.

Three options have been laid out for discussion, including switching to public interviews or continuing the status quo. A third choice would have council members back to conducting private, one-on-one interviews with applicants. That was the method employed until 2005, when officials elected to start holding collective interviews.

Following the afternoon session, City Council will move to an evening meeting where it will hold a second public hearing on the slate of candidates for the District III School Board seat, which has been vacant since January.

The evening meeting starts at 5 p.m. at City Hall. The afternoon session begins at 1 p.m.

Also at those meetings, City Council is expected to continue its budget talks. Issues up for deliberation include repayment of debt and consideration of a new contract that would gradually increase tourism funding to more than $1 million over the next three years.

Officials will also consider approving the final design of the first phase of the Midtown Connector, a project that will expand parts of Kemper Street and Park Avenue to three lanes. It will also bring a roundabout to the intersection of Park Avenue and Langhorne Road.

If council signs off on the plans, they’ll be forwarded to the Virginia Department of Transportation for approval. Officials hope to begin acquiring property for the road expansion this summer and start looking for contractors by spring 2009.
