RICHMOND — An alliance of advocacy groups for people with developmental disabilities told legislators Monday that funds designated for Central Virginia Training Center should stay there and be spent on group homes in the Madison Heights area.
Howard Cullum, president of the Arc of Virginia, urged the Senate Finance Committee and House Appropriations Committee to keep all $43 million of bond funds the General Assembly approved last year for the training center.
“The Arc is in coalition with over 100 advocacy and family groups across the state who want to see all the money directed to community housing,” Cullum said.
“Our Alliance for Community proposal for CVTC would keep all the bond funds in the Central Virginia area,” Cullum said.
The alliance would like the $43 million to be used to build intermediate-care facilities and group homes in Madison Heights, Cullum said.
Last week, Del. Phillip Hamilton, R-Newport News, proposed taking $18.5 million of the Central Virginia funds for use in Chesapeake, where Gov. Timothy M. Kaine proposes to close a training center.
Hamilton said the funds are needed to provide new housing for 165 residents of the Chesapeake facility, which already has $23 million in state funds available.
