A state panel adopted rules this afternoon designed to reduce the amount of pollution that rains wash from new office parks and other developed areas.
The panel, the Virginia Soil and Water Conservation Board, adopted the storm-water rules 7-1 with one abstention. The group met in the Patrick Henry Building on Capitol Square.
Because the adopted rules differed significantly from those the board proposed in September 2008, the panel decided to set the regulations aside temporarily, hold a public-comment period from late October to late November, then vote on the rules once again in early December.
However, the board is not expected to make significant changes in the rules adopted today.
The rules are generally supported by environmentalists, who say they will help clean the Chesapeake Bay and other waters, and opposed by builders, who said they will raise the cost of construction.
