The ACLU of Virginia has prepared a congressional redistricting plan that would create two majority minority districts in Virginia.
Kent Willis, executive director of the American Civil Liberties Union in Virginia, said the plan will be conveyed to members of the General Assembly today so they will have an opportunity to see it before the assembly convenes Thursday to consider dueling congressional plans proposed by the House of Delegates and the Virginia Senate.
“It is a legitimate proposal that we want to get in front of them,” he said.
The House has drawn up a plan with one minority majority district, the 3rd District, while the Senate has a plan that would make the 3rd a minority influence district and create a black majority in the 4th District.
The assembly on Thursday is expected to reject each other’s plans and send them to a committee of conference to work out the differences.
The 3rd and 4th Districts in the ACLU plan would each have black populations of about 52 percent.
